Câmera personalizada android

Eu quero usar camera preview em uma atividade. Quero adicionar imagens (quadros transparentes na visualização da superfície). Eu tentei seguir o código para poder personalizar facilmente o layout xml:

Não sabe por que a visualização de camera não está sendo exibida?

Use o botão Menu do dispositivo para tirar uma foto.

Adicionar as permissões no arquivo de manifesto

Marque Girar pasta na Galeria para obter a imagem capturada.
